It's one of RyRo's scarf-things, and Pete is feeling lonely.
2. Who is a prettier princess: Pete, Brendon, or Frank?
Pete wins, by virtue of his smile.
3. Who does half-naked better: P!atD (Brendon, Ryan) or TAI (Beckett, the Butcher)?
TAI, but only because they are slightly less jailbait. Also, more likely to keep doing it. If the question was about jailbait, Panic! would win, hands down. You can't beat RyRo's camwhore phase for jailbait.

God, I hope so! There will be 5 square inches on Ryan's vest sans rosettes.

IOH: Hum Hallelujah - on the 'interpolation' bit. Gives me shivers every time.
